CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 9/11/12
Present: Richard Andrus, David Dempsey, Christopher Blair and Betty Pixley
The meeting convened at 6:00p.m.

Friends of Lake Garfield – RDA – mitigate the weeds surrounding the individual homeowner’s docks in Lake Garfield (C. Blair is the project manager)
Pat Edelstein of the Friends of Lake Garfield was present to review the project with the Commission which is a blanket application for homeowners on Lake Garfield with docks.  The mitigation of the weeds will be through hand pulling and root removal.  The Commission approved the project as submitted as a N2.  It was suggested that on a long term basis everyone begin thinking about a long term basis approach to control the weeds.

Treado – 11 Buckingham Lane – RDA – Construct a dock and ramp to Lake Garfield (D. Dempsey is the project manager)
Mr. Treado was present to review the details of the project.  Mr. Treado has started the Chapter 91 application process for the additional jet ski dock/ramp being proposed.  DEP has issued a transmittal number and Mr. Treado’s aware of what DEP will require for approval.  The Commission had some concerns with allowing one property to have 2 docks but Mr. Treado has no direct abutter’s with docks and it will be tucked into a cove.  The Commission approved the project as submitted as a N2.

Leavitt – 64 Worth Lane – RDA – Remove and treat Phragmites within 100ft of Lake Garfield (T. Lovett is the project manager)
Native Habitat Restorations was present to represent Mrs. Leavitt and review the project with the Commission.  The project will start once the seed heads begin to show.  The Commission approved the project as submitted as a N2.


For Discussion:
1.  Mail was reviewed.
2.  Minutes from 8.14.12 were approved as written.
3.  The Commission discussed a complaint that there was silt in the river next to the Town Hall.  The Commission will make a site visit at the end of the meeting.
4.  Mike Parsons came in to inquire about a RDA filing he is planning for next month; he wanted to make sure that the project wouldn’t require filing a NOI.
5.  Chris reviewed with the Commission the inquiry received from National Grid on whether or not a RDA needed to be filed for the poles to be moved and replaced on Beartown Mtn Rd.  This does require a filing and raised question on the town’s planned culvert replacement(s) and paving to be done there as well.
6.  The Commission reviewed the special permit application for 523 Main Rd and will respond to the ZBA that the project as submitted does not fall under their jurisdiction.
